This book is, in my opinion excessively wordy. Points that could be made in a paragraph or two goes on for pages & pages - Nelson's search for Napoleon's fleet in the Mediterranean is one of many examples. The book's title is Intelligence in War, so the minutia of every event - weather conditions, coal supplies etc. etc. are dwelt upon far too long after the point is made, if any, in my opinion.
